Section 3.0 – Project Description <br /> <br /> <br />City of Redwood City 11 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />3.3 School Capacity <br /> <br />Sandpiper Elementary School has an existing capacity of 566 students in Kindergarten through Grade <br />Five. The District has a standard maximum class size of 25 students per classroom for lower grades <br />(Kindergarten through Third Grade), 28 students per classroom for upper grades (Fourth Grade <br />through Eighth Grade), and 12 to 15 students per classroom for special education classes. The <br />proposed project would expand the grades taught on the campus to Kindergarten through Grade <br />Eight and increase school capacity by 220 additional students, to a total capacity of 786 students. Of <br />the additional capacity proposed by the project, 180 students would be Sixth, Seventh, and Eighth <br />Grade. It is estimated that 11 additional staff would be needed at Sandpiper Elementary School to <br />serve the increased student enrollment, including eight teachers, one support staff and one <br />administrator. <br /> <br />3.4 Student Drop-off and Pick-up Circulation Improvements <br /> <br />There are several on-site circulation improvements proposed by the project as shown on Figure 3.2-1. <br />Two existing driveways onto Redwood Shores Parkway provide access to the project site. Under <br />existing conditions, both the eastern and western driveways have one inbound and one outbound <br />lane. Under the proposed project, the eastern driveway would be inbound only and have two <br />inbound lanes, and the western driveway would be outbound only with one outbound lane. <br />The proposed project would also stripe the parking aisle between the school driveways, which is <br />currently one eastbound lane, with two westbound lanes. The proposed circulation improvements <br />would reduce conflicting vehicular movements and improve student drop-off and pick-up operations. <br /> <br />3.5 Tree Removal and Landscaping <br /> <br />The proposed project would require removal of 45 trees. New landscaping would be provided in <br />conjunction with the proposed project, including planting a combined total of 45 trees on the project <br />site. The landscape plan for the proposed project is shown on Figure 3.2-2. <br /> <br />3.6 Construction <br /> <br />Construction of the proposed project would take approximately five months to complete, starting in <br />February 2017 and ending July 2017. The proposed two-story classroom building would be modular <br />and, therefore, major components would be constructed off-site prior to being brought on-site.4 The <br />District would work closely with contractors to organize the construction schedule to avoid <br />disruption of community center, park, and school activities. The school, community center, and park <br />would remain operational during project construction. <br /> <br /> <br /> <br /> <br /> <br />4 Modular buildings are sectional preassembled buildings with multiple sections called modules.
