REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 23, 2017 <br /> <br />SUBJECT <br />Garfield School Field Maintenance Agreement between the County of San Mateo and <br />the City of Redwood City <br /> <br />RECOMMENDATION <br />By motion, (1) approve and authorize the City Manager to execute the agreement <br />between the County of San Mateo and the City of Redwood City to pay the City up to <br />$69,250 for Field Maintenance Services at Garfield School over a two year period and <br />(2) confirm the determination that the Project is exempt from the provisions of the <br />California Environmental Quality Act (CEQA) <br /> <br />BACKGROUND <br />In June 2002, improvements to Garfield School’s athletic field were completed through a <br />partnership between the City of Redwood City, the County of San Mateo, and the <br />Redwood City School District. Once the project was completed, the City entered into a <br />maintenance agreement with the County of San Mateo to ensure the long-term care of <br />this asset for the community. The three-government agency partnership for field <br />improvements that took place that year were for both Garfield and Taft Schools. In that <br />agreement, the City used Capital Improvement (CIP) Funds to improve Taft School, <br />while the County used Community Development Block Grant (CDBG) funds to help <br />improve the Garfield School field. The City agreed to maintain both playing fields, but <br />would be reimbursed by the County for the field maintenance for Garfield School only. <br /> <br />This unique partnership has been in effect for over 14 years, and the maintenance <br />agreement with the County has been renewed for two-year periods at a time. <br /> <br /> <br />ANALYSIS <br />The previous two-year agreement between the County and the City technically expired <br />on September 30, 2016. City staff had been working with the County staff on extending <br />the maintenance agreement for another two years as the expiration date approached, <br />then City staff were notified that a new County Department, the Office of Sustainability, <br />would be responsible for the oversight of the agreement. During this transition, the <br />Parks, Recreation and Community Services Department staff provided background <br />information about the agreement, review of maintenance standards, and a revision of <br />the agreement to reflect newly-approved language.
