Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 47 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
4.7.2 Environmental Checklist

GREENHOUSE GAS EMISSIONS
Potentially
Significant
Impact
Less Than
Significant
With
Mitigation
Incorporated
Less Than
Significant
Impact
No
Impact
Beneficial
Impact
Information
Source(s)
Would the project:
1) Generate greenhouse gas
emissions, either directly or
indirectly, that may have a
significant impact on the
environment?
1,7
2) Conflict with an applicable plan,
policy or regulation adopted for the
purpose of reducing the emissions
of greenhouse gases?
1

4.7.3 Greenhouse Gas Emissions Impacts

4.7.3.1 Thresholds of Significance

As discussed in Section 4.3.3.1 Air Quality, Thresholds of Significance, the determination of whether
a project may have a significant effect on the environment is made by the lead agency, based upon
substantial evidence. The City considers the BAAQMD thresholds to be based on the best
information available for the San Francisco Bay Area Air Basin and supported by substantial
evidence. Scientific information supporting the thresholds was documented in BAAQMD’s
proposed thresholds of significance analysis.17 Accordingly, this IS uses the thresholds and
methodologies from BAAQMD’s May 2011 CEQA Air Quality Guidelines to determine the
potential air quality and GHG emissions impacts of the proposed project.

4.7.3.2 Greenhouse Gas Emissions (Checklist Question 1)

Operation Emissions

The GHG emissions associated with project operation would mostly result from the incremental
increase in fuel used to transport to and from school the additional 220 students and associated staff
that would be accommodated by the project, and the energy used to power the proposed two-story
modular classroom building and the Kindergarten classroom.

17 BAAQMD.
