Section 4.0 – Environmental Setting and Discussion of Impacts <br /> <br /> <br />City of Redwood City 77 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />The City’s General Plan recognizes that construction is necessary and contains measures to reduce <br />and avoid construction noise impacts. General Plan Policy PS‐13.6 requires all construction <br />operations to use available noise suppressions devices and techniques to bring exterior noise down to <br />acceptable levels that are compatible with adjacent land uses. Policy PS‐13.8 implements <br />appropriate standard construction noise controls for all construction projects. Program PS-63 <br />enforces construction and maintenance noise regulations. The proposed project could result in a <br />significant noise impact if these applicable General Plan policies are not implemented. <br /> <br />Impact NOI-1: Construction of the proposed project could result in temporary noise impacts <br />to residences in the vicinity of the project site, if applicable General Plan <br />policies are not implemented. (Significant Impact) <br /> <br />Mitigation Measure: The following mitigation measures, identified in Program PS-63 of the City of <br />Redwood City General Plan, shall be implemented to reduce temporary construction noise impacts to <br />adjacent residences to a less than significant level. <br /> <br />MM NOI-1: <br />• Limit construction to the hours of 8:00 AM to 5:00 PM on weekdays, and <br />9:00 AM to 5:00 PM on Saturdays, with no noise generating construction <br />on Sundays or holidays. <br />• Control noise from construction workers' radios to the point where they are <br />not audible at existing residences that border the project site. <br />• Equip all internal combustion engine driven equipment with mufflers that <br />are in good condition and appropriate for the equipment. <br />• Utilize quiet models of air compressors and other stationary noise sources <br />where technology exists. <br />• Locate stationary noise generating equipment as far as possible from <br />sensitive receptors when sensitive receptors adjoin or are near a <br />construction project area. <br />• Prohibit unnecessary idling of internal combustion engines. <br />• Notify residents adjacent to the project site of the construction schedule in <br />writing. <br /> <br />Implementation of the mitigation measures outlined above, per the City’s General Plan, would reduce <br />construction noise levels emanating from the site, limit construction hours, and minimize disruption <br />and annoyance. With the implementation of these measures, and the limited duration of the noise <br />generating construction period, the construction activities associated with the proposed project would <br />not result in a substantial temporary increase in ambient noise levels. (Less Than Significant <br />Impact with Mitigation Incorporated) <br /> <br />Construction Vibration <br /> <br />Vibration may be noticeable at the nearest residences during project construction activities involving <br />the use of heavy equipment. While perceptible, vibration levels would not cause damage to the <br />nearest structures. Construction levels during various types of construction activities are shown in <br />7.A. - Page 108
