Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 85 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
4.15 RECREATION

4.15.1 Existing Setting

Redwood City has over 30 parks and two outdoor pools.36 One of the City’s parks, Sandpiper Park,
is located on the project site. Sandpiper Park includes a synthetic turf athletic field, a play structure,
and a paved recreation area with a basketball court. An existing Joint Use Agreement between the
City and the District allows the District to use the Sandpiper Park facilities as part of school
operations and an after-school daycare program. Sandpiper Elementary School also includes
recreational facilities, including outdoor basketball courts, play structures, and a ball wall.

4.15.2 Environmental Checklist

RECREATION
Potentially
Significant
Impact
Less Than
Significant
With
Mitigation
Incorporated
Less Than
Significant
Impact
No Impact Beneficial
Impact
Information
Source(s)
Would the project:
1) Increase the use of existing
neighborhood and regional parks or
other recreational facilities such that
substantial physical deterioration of
the facility would occur or be
accelerated?
1
2) Does the project include recreational
facilities or require the construction
or expansion of recreational facilities
which might have an adverse
physical effect on the environment?
1

4.15.3 Recreation Impacts

4.15.3.1 Impacts to Recreational Facilities (Checklist Questions 1 – 2)

The proposed project would incrementally increase the student capacity of Sandpiper Elementary
School and, as a result, would incrementally increase the use of existing recreation facilities at the
school and Sandpiper Park. The incremental increase in demand and loss of existing parkland that
would be used to accommodate the proposed two-story classroom building, however, would not
substantially deteriorate or accelerate deterioration of the existing recreational facilities on the project
site. Additionally, the proposed project would improve the facilities at Sandpiper Park by adding a

36City of Redwood City. “Redwood City Parks, Recreation & Community Services: Parks.” Accessed May 19,
2016.
