Section 4.0 – Environmental Setting and Discussion of Impacts <br /> <br /> <br />City of Redwood City 89 Initial Study/Mitigated Negative Declaration <br />Sandpiper Elementary School Facilities Expansion November 2016 <br />spaces on the City property. An existing joint use agreement between the City and District allows <br />District use of the 49 parking spaces on the City property for school operations. <br /> <br />4.16.1.4 Intersection Operations <br /> <br />Study Intersections <br /> <br />Traffic conditions at the intersections in the project area that would be affected by project-generated <br />traffic were evaluated using level of service (LOS). Traffic conditions at the study intersections were <br />analyzed for the weekday AM and PM peak periods of project-generated traffic. Except for <br />Wednesdays, drop-off operations occur between 8:00 AM and 9:00 AM, and pick-up operations <br />occur between 2:30 PM and 3:00 PM. The morning peak period for school operations coincides with <br />the morning peak period for commute traffic (7:00 AM to 9:00 AM). The afternoon peak period for <br />school operations does not coincide with the afternoon peak period for commute traffic (4:00 PM to <br />6:00 PM). During the PM peak period for commute traffic, most school-related activities have <br />ended. Traffic conditions on the study intersections for both the AM (7:00 AM to 9:00 AM) and PM <br />(2:00 PM to 4:00 PM) peak periods of school operations were analyzed. The study intersections are <br />shown in Figure 4.16-1 and identified below. <br /> <br />1. Marlin Drive & Redwood Shores Parkway (all-way stop -controlled) <br />2. Shell Parkway & Redwood Shores Parkway (all-way stop-controlled) <br />3. Egret Lane & Redwood Shores Parkway (all-way stop-controlled) <br />4. Sandpiper Driveway (West) & Redwood Shores Parkway (one-way stop-controlled) <br />5. Sandpiper Driveway (East) & Redwood Shores Parkway (two-way stop-controlled) <br />6. Shearwater Parkway & Redwood Shores Parkway (all-way stop-controlled) <br /> <br />Traffic Scenarios Analyzed <br /> <br />Traffic conditions at the study intersections were evaluated for the three following scenarios: existing <br />conditions, existing plus project conditions, and cumulative conditions. <br /> <br />Level of Service <br /> <br />Traffic conditions at the project site were evaluated using level of service (LOS). LOS is a <br />qualitative description of operating conditions ranging from LOS A (free-flow conditions with little <br />or no delay) to LOS F (jammed conditions with excessive delays).
