Section 4.0 – Environmental Setting and Discussion of Impacts

City of Redwood City 104 Initial Study/Mitigated Negative Declaration
Sandpiper Elementary School Facilities Expansion November 2016
4.18 MANDATORY FINDINGS OF SIGNIFICANCE
Potentially
Significant
Impact
Less Than
Significant
With
Mitigation
Incorporated
Less Than
Significant
Impact
No Impact Beneficial
Impact
Information
Source(s)
1) Does the project have the potential to degrade
the quality of the environment, substantially
reduce the habitat of a fish or wildlife species,
cause a fish or wildlife population to drop
below self-sustaining levels, threaten to
eliminate a plant or animal community, reduce
the number or restrict the range of a rare or
endangered plant or animal or eliminate
important examples of the major periods of
California history or prehistory?
1-19
2) Does the project have impacts that are
individually limited, but cumulatively
considerable? (“Cumulatively considerable”
means that the incremental effects of a project
are considerable when viewed in connection
with the effects of past projects, the effects of
other current projects, and the effects of
probable future projects)?
1-19
3) Does the project have environmental effects
which will cause substantial adverse effects on
human beings, either directly or indirectly?
1-19

4.18.1 Project Impacts (Checklist Question 1)

As discussed in the respective sections of the IS, the proposed project has the potential to result in
temporary construction-related air quality, biological resource, cultural resource, hydrology and
water quality, and noise impacts. Operation of the proposed project could also result in a geology
and soils impact.

As discussed in Section 4.2, Air Quality, construction activities proposed by the project could result
in short-term air quality impacts associated with dust generation. The project would include the
basic construction mitigation measures recommended by BAAQMD and identified in MM AIR-1,
which would reduce this impact to a less than significant level. As discussed in Section 4.4,
Biological Resources, project construction could disturb nesting raptors and/or migratory birds
causing nest abandonment and/or loss of reproductive efforts. The project would include MM BIO-
1, which would reduce this impact to a less than significant level. Also discussed in Section 4.4,
trees located immediately adjacent to the proposed additions and improvements could be harmed
during project construction. The project would include tree protection measures identified in MM
BIO-2, which would reduce this impact to a less than significant level. As discussed in Section 4.5,
Cultural Resources, project construction could result in impacts to buried cultural resources or
human remains. The project would include MM CUL-1, which would reduce this impact to a less
7.A. - Page 135
