In <br />tandem with the Metropolitan Transportation Commission’s (MTC) Sustainable Communities <br />Strategy (SCS), the Caltrans mission signals a modernization of our approach to evaluating and <br />mitigating impacts to the State Transportation Network (STN). We aim to reduce Vehicle Miles <br />Travelled (VMT) by tripling bicycle and doubling both pedestrian and transit travel by 2020. Our <br />comments are based on the Mitigated Negative Declaration, dated November 2016. Additional <br />comments may be forthcoming pending final review. <br /> <br />Project Understanding <br /> <br />The current capacity and enrollment at Sandpiper Elementary School is 566 students and 504 <br />students, respectively, ranging from Kindergarten through Grade Five. In order to accommodate <br />future projected growth within the Belmont-Redwood Shores Elementary School District, the <br />district proposes the addition of 11 classrooms to the campus. A new two-story modular building <br />constructed on the City-owned parcel would provide ten new classrooms along with ancillary <br />facilities (restrooms, maintenance rooms, etc.). A new Kindergarten classroom building <br />constructed on district-owned property would provide one classroom. The new classrooms would <br />increase student capacity at the school by 220 students, including 180 Sixth, Seventh, and Eighth <br />Grade students. <br /> <br />Improvements to the elementary school include modernizing the existing music/science building, <br />converting an existing classroom into a workroom and offices, re-striping the northern asphalt <br />7.A. - Page 166
