The
Council may adopt either of these ordinances or provide alternate direction for moving
to even year elections to comply with SB 415. The Council may also direct staff to return
with information on other modifications to the City’s election procedures.

FISCAL IMPACT

The total cost to hold elections in 2017 and 2019 is estimated at $850,000 and the total
cost to hold elections in 2018 and 2020 is estimated at >$128,000.

In either case, per the Elections Code, once the City takes action to change its election
cycle to the statewide election, all registered voters in the City must be notified of the
change through the mail, which will create unanticipated printing and mailing costs of
approximately $25,000, and may require a FY 2016-17 budget amendment. All election
costs are borne by the City’s General Fund, and will be incorporated into the City’s five
year forecast.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, Section
15378, because it has no potential for resulting in either a direct or a foreseeable
physical change in the environment.

ALEX KHOJIKIAN
DEPUTY CITY MANAGER

MELISSA STEVENSON DIAZ
CITY MANAGER

ATTACHMENTS
1.
