Appendix A <br />Page 1 <br />APPENDIX A <br /> <br />GENERAL INFORMATION ABOUT THE CITY OF <br />REDWOOD CITY AND SAN MATEO COUNTY <br /> <br /> <br />The information in this section of the Official Statement is presented as general background data. The <br />Bonds are payable solely from the revenues of the Enterprise and other sources as described in the Official <br />Statement. The taxing power of the City the County, the State of California, or any political subdivision thereof is <br />not pledged to the payment of the Bonds. <br /> <br />General <br /> <br />The City of Redwood City (the “City”) is located in the San Francisco Bay Area 25 miles south of <br />San Francisco. It is the oldest bayside city in San Mateo County (the “County”), incorporated in 1867, and <br />has been the County Seat since 1856. The City combines residential, industrial, and commercial elements <br />in a largely urban environment. Its waterfront provides a yacht harbor and the only deep-water port in <br />the South Bay. A wide variety of housing types are available. <br /> <br />Municipal Government <br /> <br />The City Council consists of seven members, elected by the voters of the City to staggered terms <br />of four years each. The City Council is the only body elected directly by the residents of the City. As the <br />legislative branch of the government, it makes final decisions on all major city matters. The Council <br />adopts ordinances and resolutions necessary for efficient governmental operations, approves the budget, <br />and acts as a board of appeals. It appoints the City Manager, City Attorney, and City Clerk and also most <br />members of the City’s boards, committees and commissions. <br /> <br />The current members of the City Council are as follows: <br /> <br />Name and Office Current Term Expires <br />John D. All qualified permanent and probationary employees are eligible to participate <br />in the City’s separate Safety (police and fire) and Miscellaneous (all other) Plans, agent multiple-employer <br />defined benefit pension plans administered by the California Public Employees’ Retirement System <br />(“CalPERS”), which acts as a common investment and administrative agent for its participating member <br />employers. Benefit provisions under the Plans are established by State statute and Local Government <br />resolution. CalPERS issues publicly available reports that include a full description of the pension plans <br />regarding benefit provisions, assumptions, and membership information that can be found on the <br />CalPERS website. <br /> <br />Benefits Provided. CalPERS provides service retirement and disability benefits, annual cost of <br />living adjustments and death benefits to plan members, who must be public employees and/or their <br />beneficiaries. Benefits are based on years of credited service, equal to one year of full time employment. <br />Members with five years of total service are eligible to retire at age 50 with statutorily reduced benefits. <br />All members are eligible for non-duty disability benefits after 10 years of service.
