<br />POA <br />As a part of the POA agreement, all Tier 1 and Tier 2 Classic employees have been <br />required to contribute 7% toward the City’s required contribution to CalPERS through <br />Government Code Section 20516(f). This 7% cost sharing arrangement was <br />accomplished outside the City’s CalPERS contract. The successor 2015-2016 POA <br />MOU required the City to amend its contract with CalPERS to provide that 3% of the 7% <br />cost share paid by Tier 1 and Tier 2 Classic employees to be credited as employee <br />contributions to CalPERS pursuant to Government Code Section 20516(a). <br /> <br />With the adoption of this Ordinance by the City Council, the Amendment will become <br />effective March 6, 2017 (the first day of the payroll period following the effective date of <br />the Ordinance), and payroll will make appropriate changes to the reporting of the cost <br />sharing to CalPERS. <br />ALTERNATIVES <br />Changes to employees’ cost sharing were previously negotiated with the IAFF Local <br />2400 and Redwood City Police Officers Association bargaining units and approved by <br />Council in February, 2015 and February, 2016 respectively. Therefore, no alternative <br />actions are recommended. <br /> <br />FISCAL IMPACT <br />Terms are already included in the current budget for these changes. The <br />implementation of cost-sharing as an increase to the employee share, rather than a <br />pick-up of the employer share, does not result in any changes to current and projected <br />retirement costs. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under CEQA as defined in CEQA Guidelines, section <br />15378, because it has no potential for resulting in either a direct or foreseeable physical <br />change in the environment. <br /> <br /> <br />LEAH LOCKHART <br />HUMAN RESOURCES MANAGER <br /> <br /> <br />8.D. - Page 2
