REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 23, 2017 <br /> <br />SUBJECT <br />Redwood City Participation in Collaborative Process to Identify a North-South Mid- <br />Peninsula Bicycle Corridor <br /> <br />RECOMMENDATION <br />Adopt a resolution endorsing a collaborative effort with the cities of Menlo Park, <br />Mountain View and Palo Alto to create a north-south bicycle route and enhance the <br />bicycle network between Redwood City and these mid-Peninsula communities <br /> <br />BACKGROUND <br />After several discussions regarding transportation and mobility challenges common to <br />the mid-Peninsula region, on May 2, 2016, the city managers of Menlo Park, Mountain <br />View, Redwood City, and Palo Alto, and senior leadership at Stanford University <br />committed to work collaboratively to seek solutions. Guiding principles for the <br />“Managers Mobility Partnership” were developed and are provided as Attachment 1. In <br />essence, this group agreed to work together to improve walkability, enhance bicycle <br />lanes and networks, address first- and last-mile problems associated with transit usage, <br />advocate for enhanced CalTrain service, and improve traffic signal coordination and <br />other “smart” approaches for travel on major arterials crossing our communities. <br /> <br />One focus area identified by the group is to enhance bicycle lanes and associated <br />infrastructure with the goal of creating an interconnected, regional bicycle network. For <br />Redwood City, the results of this work will increase mobility and even more importantly, <br />safety. Our major arterials (especially El Camino Real and Woodside Road) present <br />barriers for mobility and safety challenges for people on bikes; in addition, it is very hard <br />to get beyond our borders without crossing at least one major street. Most collisions <br />affecting people on bicycles in Redwood City happen on or near these corridors and <br />within the city’s activity centers. <br /> <br />This effort aligns with City-adopted policies, in particular the Redwood City General <br />Plan1. Guiding principles from the General Plan include: <br />· Work to develop attractive and convenient transportation alternatives, <br />including transportation hub and ferry system. <br />· Design for pedestrian and bicycle-friendly streets and public spaces. <br /> <br />1 http://www.redwoodcity.org/home/showdocument?id=5099 <br />6.3.A. - Page 1
