landscape to make walking and biking more desirable (by adding bike lanes, bike <br />parking, and traffic calming measures). <br /> <br />ANALYSIS <br />Given the ease of implementation, the low cost relative to other transportation projects, <br />and the potential to make significant improvements in a short time, upgrading the bike <br />infrastructure in our communities makes practical sense. For this reason, the Managers <br />Mobility Partnership has been discussing the need for a north-south bike corridor <br />traversing our four cities. To document this commitment, each city is seeking City <br />Council approval of a resolution authorizing staff to do the following: <br /> <br />1) Work collaboratively to delineate existing North-South routes more effectively, <br />to develop common signage across the four cities, and to explore other <br />improvements to address gaps and difficulties for people riding bikes. <br /> <br />2) Initiate a longer-term process to identify new, more linear and more <br />continuous north-south route(s). <br /> <br />3) Coordinate with Partnership communities on a thorough, systematic, and <br />broad-based community engagement process to identify high-quality bicycle <br />routes that would be safe for cyclists from age 8 to age 80. <br /> <br />City staff anticipate using our standard engagement channels to seek community input. <br />Outreach and planning would be coordinated with our immediate neighbors (Atherton <br />and San Mateo County), as well as the Partnership cities of Menlo Park, Mountain View <br />and Palo Alto. This coordination is critical to developing a corridor that would allow <br />residents to seamlessly and safely traverse jurisdictional boundaries. Proposed designs <br />that come out of these processes would be developed with the input and review of the <br />Complete Streets Advisory Committee and would ultimately go to the City Council for <br />approval. <br /> <br />ALTERNATIVES <br />The Council may decide not to adopt the resolution. <br /> <br />FISCAL IMPACT <br />Designating an existing north-south bike route and exploring longer-term projects would <br />be accomplished within existing staff resources and budgets. Decision making on <br />designating a route and funding any significant capital improvements would be at the <br />Council’s discretion at a future date, potentially in coordination with the annual or capital <br />improvement budget. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a “project” under CEQA as defined in CEQA Guidelines, section <br />15378, because this resolution, if adopted, sets forth an approach to working with <br />adjacent communities, it has no potential for resulting in either a direct or foreseeable <br />6.3.A. - Page 3
