EXHIBIT "A" <br />SCOPE OF SERVICES <br />Consultant will perform an impartial investigation regarding allegations of misconduct by a City <br />employee. Consultant will stay within this scope unless authorized by the City to expand the scope of <br />the investigation. <br />Joan Pugh Newman will be the principal on site investigator. Consultant will interview witnesses, <br />collect and review pertinent information, and report to the City on that information. In the report, <br />consultant will tell the City what consultant believes happened, and the basis for that conclusion. The <br />consultant does not guarantee any particular result, and will base findings on impartial and <br />professional evaluation of the evidence. <br />Payment to consultant will be based on specified hourly rate, as follows: <br />Joan Pugh Newman: $275/hour <br />Legal Assistant: $120/hour <br />All reimbursable expenses are billed to clients at cost and there is no mark-up. <br />Reimbursable Expenses: <br />In office photocopying: $.10 per page <br />Mileage: amount allowable by the IRS <br />ATTY/AGR/2016.336/JOAN PUGH NEWMAN— WILEY PRICE & RADULOVICH, LLP <br />REV: 01-04-17 RL <br />Page 5 of 5 <br />
