01123/2017 <br />ii. Pursuant to Section 15074(a) of the CEQA Guidelines, the <br />Planning Commission considered the Initial Study/Mitigated Negative <br />Declaration before making its recommendation to the City Council. <br />iii. The Initial Study/Mitigated Negative Declaration for the Project <br />was presented to the City Council, the City Council considered the Initial <br />Study/Negative Declaration, the Initial Study/Mitigated Negative Declaration <br />for the Project was prepared, published, circulated, reviewed and <br />completed in compliance with State law and CEQA Guidelines, there was <br />adequate public review of the Initial Study/Mitigated Negative Declaration, <br />the City Council has considered all comments on the Initial Study/Mitigated <br />Negative Declaration, the Initial Study/Mitigated Negative Declaration <br />adequately discusses all significant environmental issues, and the Initial <br />Study/Mitigated Negative Declaration reflects the independent judgment <br />and analysis of the City Council. <br />iv. Pursuant to Section 15074 of the CEQA Guidelines, the City <br />Council finds that there is no substantial evidence that the Project, as <br />mitigated, will have a significant effect on the environment and that changes <br />or alterations have been required in, or incorporated into, the Project which <br />avoid or substantially lessen the significant environmental effects as <br />identified in the IS/MND. The City Council hereby adopts the Initial <br />Study/Mitigated Negative Declaration and Mitigation Monitoring and <br />Reporting Plan. <br />v. Pursuant to Section 15074 of the CEQA Guidelines, the City's <br />action with respect to the Project is based upon and subject to the findings, <br />conclusions and mitigation measures. <br />b. Pursuant to Section 15074 of the CEQA Guidelines, the documents and <br />other materials that constitute the record of proceedings upon which the City <br />Council based its decision are located in and may be obtained from the Office of <br />the City Clerk at City Hall, 1017 Middlefield Road, Redwood City, California. The <br />City Clerk is the custodian of records for all matters before the City. <br />Section 3.
