EXHIBIT 4113.1" <br />FEHR & PEERS SCOPE OF WORK <br />SCOPE OF WORK <br />FEHR & PEERS will complete the following tasks as part of this scope of work <br />Task 1— Trip Generation, Distribution, and Assignment <br />FEHR & PEERS will summarize the trip generation based on a Project Description and <br />Site Plan provided by the City. FEHR & PEERS will use methodologies consistent with <br />the Specific Plan DEIR. FEHR & PEERS will summarize total vehicle trips associated <br />with the development and compare to the total vehicle trips generated by the Specific <br />Plan. <br />Using a similar trip distribution and trip assignment patterns used in the Specific Plan <br />EIR, FEHR & PEERS will assign vehicle trips to the roadway network. This will <br />include all of the Specific Plan EIR study intersections, the two freeway mainline <br />segments closest to the project (north and south of Woodside Interchange), and four <br />freeway ramps that project traffic would use to access the US -101 from Woodside. <br />FEHR & PEERS will prepare a preliminary assessment whether significant impacts that <br />were identified in the Specific Plan EIR are likely to still be significant with the addition of <br />traffic associated only with the Project. This assessment will inform the study <br />intersections and freeway segments for the full traffic study. <br />One difference between the Specific Plan EIR and this Project is that construction of a <br />Blomquist Extension to East Bayshore Road and the Whipple Avenue Interchange will <br />not be completed as part of this Project. Therefore, FEHR & PEERS will prepare two <br />versions of the trip assignment — (1) without the Blomquist Extension to represent <br />Existing Plus Project conditions, (2) with the Blomquist Extension to represent <br />Cumulative Plus Project conditions. <br />Task 2 — Documentation and Meetings <br />FEHR & PEERS will summarize the findings and recommendations from Task 1 in a <br />memorandum for the City's review to inform the Initial Study Checklist as part of the <br />CEQA environmental clearance process. This memorandum will include a <br />recommended work plan for the TIA or the transportation chapter of the forthcoming <br />EIR, including recommendations on what aspects of the IHSP DEIR may be reused <br />and what aspects may need to be redone.
