5. Water and Sewer Systems Fees and Charges Report: Community Development Director 1/31/90 Community Development Director Pawloski presented the staff report. In response to Council questions Director Pawloski advised the facilities fees are used to buy into existing capital assets; post -July water rates will depend on consumption; if drought continues rateslmay have to change; conservation is the goal of the water program; andjnecessity to stay in step with the Bay Area Water Users plans. a.
