Redwood City regarding the annual Fourth of July celebration sponsored by <br />the PCA for the last 50 years. Mr. Shutz presented the background for the <br />City's decision in 1939 to give the PCA the authority to stage the Fourth of <br />July celebration as a community event; the involvement and benefit of local <br />service groups participation; the problems with the rodeo and carnivals that <br />led to their falling into disfavor; the growth of the festival, parade, and <br />fireworks; PCA finances; and the desire to keep the celebration a local <br />event with the profits remaining in Redwood City. <br />In response to Council questions Mr. Shutz explained that before last year <br />there was no need to have a profit - splitting formula as all the other <br />service clubs in the area contracted with the PCA not the City; outside <br />carnivals compete with local groups as they bring in the same games; and <br />suggested if the City wishes to permit carnivals to operate that it allow <br />their operation on any day except the Fourth of July, and direct the PCA to <br />continue to sponsor the Independence Day celebration as it has over the last <br />50 years. <br />Council thanked Mr. Shutz for his historical and useful perspective of the <br />role of the PCA and the Fourth of July celebrationland advised his remarks <br />would be given proper consideration. <br />7b. Councilman Stangel reported on the American LegionM mes Tribune banquet <br />dinner naming Paula Uccelli as 1989 Citizen of the year, thanked Council and <br />City Manager for their participation and congratulated Mayor Greenalch for <br />his excellent and inspiring speech. <br />7c. More Jetailed report to be <br />delivered to Council later this week. <br />General Services Director Sennewald presented the staff overview report <br />describing the 62 pumping stations and water storage facilities, the need <br />for a total of 71 by 1995, and telemetry system as two -way communications. <br />Ed Taylor, Superintendent of General Services /Utilities described existing <br />out -dated and irreparable equipment, manual versus automated operations and <br />field work. <br />Reg.
