<br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 13, 2017 <br /> <br />SUBJECT <br />Amendment Three to the Agreement with Jeanne Sullivan Billeci for Communications <br />and Marketing Services <br /> <br />RECOMMENDATION <br />Approve and Authorize the City Manager to Execute Amendment No. 3 to the <br />Agreement between the City of Redwood City (City) and Jeanne Sullivan Billeci, a <br />Communications Consultant, in an amount not to exceed $60,000 for a total agreement <br />amount not to exceed $120,000 <br /> <br />BACKGROUND <br />In July 2016, the City entered into a professional services agreement with Jeanne <br />Sullivan Billeci, a communications consultant, to provide the City with general marketing <br />and communications assistance. The City hired Ms. Sullivan Billeci on an interim basis <br />to assist with continuing communications and marketing initiatives during the absence of <br />communications staff in the City Manager’s Office. To date, there have been two <br />amendments to the original contract to increase the not to exceed contract amount. <br />Currently, the total agreement cost is set at an amount not to exceed $60,000, which is <br />within the City Manager’s signing authority. Ms. Sullivan Billeci has assisted the City on <br />projects of this nature before, and has strong institutional knowledge along with over 20 <br />years of experience in public affairs, public relations, marketing, government relations <br />and issues management. <br />ANALYSIS <br />City staff have been pleased with Ms. Sullivan Billeci’s work and wish to continue <br />contracting with her firm to provide specialized staff assistance in strategic oversight of <br />the City’s communications and marketing efforts, which includes: working with all City <br />departments on marketing and communication needs, coordinating media inquiries, <br />drafting press releases, newsletters, videos, and blogs and social media messaging. <br />Ms. Sullivan Billeci provides on-site staff assistance three days a week and on-call <br />assistance as needed. <br /> <br />Due to the extended leave of absence by City Manager’s Office staff, staff is requesting <br />the Council extend Ms. Sullivan Billeci’s contract through the end of calendar year 2017 <br />6.1.F. - Page 1
