REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 13, 2017 <br /> <br />SUBJECT <br />Professional Services Agreement with Clampett Industries LLC DBA EMG Corporation <br />for comprehensive Facility Condition Assessments <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement with <br />Clampett Industries LLC DBA EMG Corporation in an amount not to exceed <br />$120,417.50 for facility condition assessments, solar assessments, and energy audits of <br />the municipal facilities <br /> <br />BACKGROUND <br />On September 21, 2016, the City of Redwood City issued a Request for Proposals <br />(RFP) for Comprehensive Facility Condition and Energy Use Assessments. The <br />purpose of the assessments is to assist with the development of a strategic plan for <br />prioritizing, funding, and phasing necessary improvements and future upgrades to <br />municipal facilities. Consultant will conduct assessments of 20 City facilities, listed in the <br />scope of work provided in Attachment 1. The assessments will identify and document <br />existing conditions of these facilities, categorize and prioritize deficient conditions, and <br />recommend corrective actions for all deficiencies, including cost estimates for each <br />correction. Additionally, the assessments will deliver a preventative maintenance plan to <br />assist the City in managing maintenance prioritization, budgeting, execution, and <br />funding processes for facilities to ensure potential issues are addressed. The <br />assessments will include energy audits of buildings and recommendations for cost- <br />saving energy conservation measures (ECM), maintenance and operations plans, and <br />solar installations where feasible. <br />ANALYSIS <br />Staff received eight proposals in response to the RFP. The proposals were evaluated <br />based on the schedule, assembled team, presentation and approach, and related <br />experience as well as cost. After reviewing the submitted proposals, Public Works <br />Services staff interviewed the top three firms. Staff recommends Clampett Industries <br />LLC DBA EMG Corporation for this project because of their proposal, professional <br />references, presentation, lowest cost, and detailed approach to the proposed <br />assessments and audits. <br />6.1.C. - Page 1
