efficient to use the same parts throughout a utility system to ensure that materials are
compatible and can easily fit together. In light of these reasons, staff only considered
bids that were complete as to all materials as responsive.

As such, staff recommends awarding the contract to R&B Company as the lowest
responsive and responsible bidder.

The resulting Purchase Agreement with R&B Company is for one year, for a total not to
exceed amount of $397,815.43, with the option to extend for three additional one-year
terms upon satisfactory performance of services. A five percent contingency is included
for each successive year of the contract, for a total contract amount of $1,714,634.23 if
renewed for the maximum four-year term.

ALTERNATIVES
City Council may direct staff to repeat the bidding process to get more responsible bids.
This could hinder the Department’s ability to purchase necessary supplies and impair
crucial operations.

FISCAL IMPACT
Funds for these purchases are available in the annual Water and Sewer Enterprise
Funds.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

ROBIN KIM
MANAGEMENT ANALYST

RAMANA CHINNAKOTLA
PUBLIC W ORKS DIRECTOR

6.1.D. - Page 2
