The proposal was also described as a revenue source to provide services, a <br />reasonable compromise, and the result of hard work by the business community <br />and staff. <br />Geri Mayers, 2303 Broadway, Redwood City expressed concern that downtown <br />businesses have been part of an assessment district that has tripled the <br />business fee assessment and requested that other businesses should catch up <br />to them before they are assessed this new fee or establish an appeal <br />process. <br />City Manager Smith advised the 5% was an offset to the built -in increase in <br />a gross receipts policy, this is a compromise recommended by a committee of <br />15 local business executives, that there has been no change in business fees <br />for 23 years and the parking assessment Geri Mayers referred to is used for <br />downtown promotion only. <br />Title read. M /S: Greenalch /Claire to approve the ordinance for 1st reading <br />with the following amendments: <br />a. Section 32.148. Inflationary Increase. To allow the automatic 5% <br />increase to be in effect from fiscal year 1990 -91 through fiscal year <br />1994 -95 and remain at that rate unless amended by Council. <br />b. Section 32.149. Maximum.
