EXHIBIT "A" <br />SCOPE OF SERVICES <br />Itemized List of what Consultant will do for City and at what price and schedule. <br />Context and Approach for the Scope of Services <br />In October 2016, the Redwood City Housing and Human Concerns Committee (HHCC) <br />made recommendations to the City Council in a joint study session to adopt several housing <br />policies. The City Council approved several of the recommendations and asked the HHCC to <br />conduct additional research on three of the housing policies — Relocation Policy, Minimum <br />Lease Terms and Inclusionary Zoning Ordinances. The work will also include specific <br />responses to the questions raised at the study session (identified later in this Scope of <br />Services). The City Council requested the HHCC provide the additional information and <br />related recommendations in the first quarter of 2017. <br />This Scope of Services builds upon the work and directions provided by the City Council, <br />City staff and the HHCC, including community outreach sessions conducted to date on these <br />topics. The work tasks proposed below will assist the City through the HHCC's review and <br />identification of directions covering the three topics identified above. Our intent with respect <br />to the work will be to coordinate closely with City staff in undertaking the following: <br />Assist City staff in refining the approach and sequence of meetings for the HHCC; <br />Assist City staff in preparing materials for each HHCC meeting, including the meeting <br />packet and agenda; <br />Collect information and conduct analysis of the implementation and administration <br />strengths and challenges from three comparable cities on Relocation Policy, <br />Minimum Lease Terms and Inclusionary Zoning Ordinances; <br />Present information on various options and facilitate and participate in HHCC <br />meetings; and, <br />Assist City staff in preparing an overall summary of the HHCC recommendations to <br />the City Council. <br />Baird + Driskeil will work at the direction of City staff as to the form and content of the <br />documents produced and the conduct of the HHCC meetings. The work will also be <br />coordinated with 21 Elements, a countywide collaborative effort to assist the cities in <br />addressing housing needs. Background materials prepared for 21 Elements will provide <br />some of the resources for this work effort. <br />Schedule <br />Two (2) public meetings with the HHCC are proposed in this Scope of Services. Task 1 will <br />provide an opportunity to coordinate with City staff in selecting the specific topics and <br />outcomes for each meeting.
