REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 27, 2017 <br /> <br />SUBJECT <br />Amendment No. 3 to Agreement with Krupka Consulting for project management <br />services for the US 101/84 Interchange Reconstruction Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize City Manager to execute Amendment No. 3 to <br />Agreement for Professional Services with Krupka Consulting in the amount of $50,000 <br />(for a total of $507,000) for project management services on the U.S. 101/84 <br />Interchange Reconstruction Project <br /> <br />BACKGROUND <br />The City is beginning work on the Plans, Specifications, and Estimate / Right-of-Way <br />(PS&E & R/W) phase of the US 101/84 Interchange Reconstruction Project in <br />coordination with Caltrans and the San Mateo County Transportation Authority (TA), <br />having successfully completed the Project Approval & Environmental Document <br />(PA&ED) phase. Krupka Consulting has provided project management services for the <br />PA&ED phase over the past three years. The work was done according to the scope of <br />work and added substantial value to the project. <br /> <br />ANALYSIS <br />Under the proposed contract amendment, Krupka Consulting would continue its current <br />responsibilities, including project oversight, administration of PS&E and R/W consultant <br />contracts, coordination with Caltrans, the San Mateo County Transportation Authority <br />(TA), and community, and reporting within and for the City. To date, Krupka Consulting <br />has performed effectively and efficiently in this regard and provided the appropriate <br />level of coordination with City staff. <br />Staff has negotiated an amendment to the Agreement and recommends the City <br />Council approve Amendment No. 3 which provides for continued project management <br />services at the same level (from a time and expense standpoint) as previously provided. <br />This upcoming phase, which is expected to take place over the next three to six months, <br />will initiate the PS&E and R/W work. During this time, staff will determine the <br />appropriate level of effort for project management and any additional technical <br />resources required in next phase of work. Another amendment may then be negotiated <br />to continue project management services at an appropriate level through completion of <br />the PS&E and R/W phase of work. <br /> <br />6.1.D. - Page 1
