REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />February 27, 2017 <br /> <br />SUBJECT <br />Stormwater Treatment Measures Maintenance Agreement for the Commercial Remodel <br />at 2485 El Camino Real (Target) <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a Stormwater Treatment <br />Measures Maintenance Agreement with Target Corporation <br /> <br />BACKGROUND <br />The project is a 6,142 square feet warehouse expansion to the existing commercial <br />building (Target store). The expansion also includes restriping of the existing parking lot <br />and relocation of the existing loading dock. The project will maintain the existing <br />driveway access from the two frontage streets, Charter Street and El Camino Real. This <br />planning entitlement associated with this project was approved by the Zoning <br />Administrator in 2016. <br /> <br />ANALYSIS <br />The developer’s engineer completed the improvement plans compliant with the <br />Redwood City Ordinances, City Standards, and to the satisfaction of the City Engineer. <br />Improvements include new irrigation system, new onsite stormwater bio-retention <br />system and other drainage improvements to mitigate the new impervious surface area. <br />There are no proposed improvements with the public right of way. The developer <br />anticipates completion of all project related improvements by end of 2017. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the agreement for the project or request revisions. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br /> <br />ENVIRONMENTAL REVIEW <br />On October 27, 2016, the Zoning Administrator determined that the project is <br />categorically exempt from the requirements of the California Environmental Quality Act <br />per Section 15301 Class 1 (e), “Existing Facilities”. <br /> <br /> <br />6.1.B. - Page 1
