REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Amendment No. 1 to Agreement for Professional Services with SSA Landscape <br />Architects (SSA). <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 in the <br />amount of $23,250.00, for a total of $63,730.00 for landscape architectural design <br />services for the Linden Park Reconstruction Park Project <br /> <br />BACKGROUND <br />Linden Park, located at the corner of Park and Linden Streets, was developed and <br />dedicated on July 23, 1972 and renovated in 1986. It is located within the Hetch Hetchy <br />Right-Of-Way. As a prerequisite to development, the San Francisco Public Utilities <br />Commission (SFPUC) required that the City obtain a Land Use Permit from the SFPUC. <br />In late 2011, SFPUC removed the park during its water pipeline project. On June 24, <br />2013, the Council authorized the commitment of Park Impact Fees to fund park <br />improvements at Linden Park. On July 17, 2013, the City Manager approved and <br />authorized the execution of an agreement with SSA for landscape architectural design <br />services for the Linden Park Reconstruction Project for a total amount of $40,480.00. <br />On September 8, 2014, the SFPUC issued new regulations. Specifically, the SFPUC <br />Draft Recreational Use Policy for the SFPUC Water Pipeline Right of Way in San Mateo <br />County was issued. At 65% construction documentation completion, the Linden Park <br />Reconstruction Project was temporarily suspended to accommodate the development <br />and implementation of new SFPUC land use regulations. SFPUC required the City to <br />redesign what had already been developed for the park improvements. As a result, the <br />scope of services under Amendment No.1 of the original agreement was expanded to <br />include new design concepts and construction documentation. This increased the <br />contract amount by $23,250.00 for a total value of $63,730.00. <br />ANALYSIS <br />The SFPUC required the City to obtain a new permit for the public use of the utility <br />easement to rebuild a new park and undergo its design approval process. Based on <br />solicited comments from the series of community meetings held by the City as part of its <br />design process, SSA developed a preferred concept for the proposed park.
