�� � <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 27, 2004 <br /> Subject <br /> Parks, Recreation and Community Services Strategic Plan 2004 <br /> Recommendation <br /> It is recommended that Council review the attached Parks, Recreation and Community <br /> Services (PRCS) Strategic Plan 2004, and provide feedback to the Parks and Recreation <br /> Commission and Staff. <br /> Background <br /> The PRCS Strategic Plan begins with a four page Executive Summary and is then divided <br /> into four chapters: Introduction, Strategic Plan Overview, Strategic Actions and Plan <br /> Implementation/Updates. <br /> The introduction describes why we chose to develop a plan, our process for collecting <br /> information and our desire to make the plan a living document rather than a dust collector. <br /> The plan then moves to an overview section, which sets the context by describing our core <br /> purpose, values, and the outcomes we hope to achieve. It is important to note that from <br /> the outset the Commission and Staff were clear that we wanted to develop strategies <br /> grounded in factual vs. anecdotal data. As a result, the overview also reviews the issues <br /> identified by Council as high priorities, feedback from the Neighborhood Survey, trends <br /> identified by the Parks and Recreation profession, demographic information collected in the <br /> 2000 Census, the results of our own outreach visits to service clubs, youth organizations, <br /> and neighborhood groups and our own benchmarking work with other departments. <br /> Based on this information, recommended action strategies were developed in five major <br /> categories: Parks, Recreation Programs, Community Services, Facilities and Organization. <br /> Goals within each category are justified by identifying the target and rationale for the goal <br /> in addition to specific action steps and timelines. Lastly, the plan concludes by identifying <br /> an annual review process for both the Commission and staff. <br /> Members of the Park and Recreation Commission and staff look forward to the opportunity <br /> to present the results and receive feedback on their research and thinking on future <br /> direction for the Department at your 9/27/04 Council meeting. <br /> � <br /> Corinne Centeno Ed Everett <br /> Parks, Recreation and City Manager <br /> Community Services Director <br /> Attachment <br /> Parks, Recreation and Community Services Department Strategic Plan 2004 <br />
