8 A-�� <br /> Chapter 4: PLAN IMPLEMENTATION <br /> AND UPDATES <br /> The Departrnent will ensure that the plan is a living document through a regular process <br /> of monitoring and updates. The plan will be implemented through a series of activities <br /> in which annual priorities are translated into budget items and action plans. This <br /> implementation process will be integrated with the long-term plan monitoring and <br /> update cycle. <br /> 4.A. ANNUAL IMPLEMENTATION AND BUDGET LINKAGE <br /> The Department will use an ongoing annual process for implementing and updating the <br /> plan, including linking plan priorities to the City's budget and Capital Improvement <br /> Program. As illustrated in Figure 4, the process includes the following milestones: <br /> Annual Progress Report The Director will develop a report to review <br /> October implementation progress. For each goal area, <br /> the report will describe the status of <br /> implementation, including successes and <br /> barriers, and list the next steps and any resource <br /> or support needs. The report will also review <br /> prior year data from the CIl' Project Review, the <br /> Neighborhood Survey (odd years), and ICMA <br /> Performance Measures. <br /> Parks and Recreation Commission The Commission will meet each November to <br /> Priorities and Plan Update Session develop strategic priorities for the coming year <br /> November based on a review of the Director's progress <br /> report. <br /> Strategic Plan Update The Departrnent will update the Strategic Plan <br /> December to reflect the findings of the Director's report <br /> and the Commission priorities. <br /> City Council Priorities The City Council will establish its priorities with <br /> january input from the DepartmenYs strategic planning <br /> process. <br /> Parks and Recreation Comaussion The Commission will conduct a session on CIP <br /> CIP Project Review Meeting projects in preparation for the budget process. <br /> February <br /> Budget Submittal The Department submits its budget request to <br /> March the City Manager. <br /> Final Budget and CIP The City completes its budget process including <br /> Muy//une items developed through the strategic planning <br /> process. <br /> Redwood City Parks, Recreation, and Community Services � 2004StrategicPlan 4-2 <br />
