. �� <br /> I <br /> REPOR <br /> T <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> September 27, 2004 <br /> Subject <br /> Agreement with the First 5 Commission of San Mateo County for the Redwood City <br /> Early Learning and Family Support Program. <br /> Recommendation <br /> Approve and Authorize the City Manager to Execute the Agreement befinreen the City <br /> of Redwood City serving as fiscal agent for Redwood City 2020 (RC 2020), and the <br /> First 5 Commission of San Mateo County, for the Redwood City Early Learning and <br /> Family Support Program from July 1, 2004 through June 30, 2007. <br /> Background <br /> The City of Redwood City in partnership with the Redwood City School District, the <br /> Sequoia Union High School District and the County of San Mateo formed Redwood City <br /> 2020 in 1995. The partners have been jointly funding RC 2020 since that time. On <br /> June 9, 2003 the City Council approved Amendment No. 1 establishing the John W. <br /> Gardner Center as a funding partner. The City of Redwood City acts as the <br /> collaborative fiscal agent for RC 2020 and therefore this agreement will not impact City <br /> services. <br /> In the spring of 2004, RC 2020 successfully applied for funding from the First 5 <br /> Commission of San Mateo County for the Redwood City Early Learning and Family <br /> Support Program. The purpose of these funds is to implement family support and <br /> quality preschool services, in partnership with the Redwood City School DistricYs Family <br /> Center Services. <br /> By authorizing the City Manager to execute the agreement, the City (as the fiscal agent) <br /> is agreeing to receive the funding from First 5 San Mateo County Commission. The City <br /> of Redwood City on behalf of RC 2020 will enter into a separate agreement <br /> (subcontract) with the Redwood City School District to provide these services to the <br /> community. Staff will also ask Council to approve the subcontract as a separate <br /> agenda item for fiscal year 2004/2005. <br /> Alternative <br /> Council may choose not to authorize the City Manager to execute this agreement. <br />
