. �� I REPOR T To the Honorable Mayor and City Council From the City Manager September 27, 2004 Subject Agreement with the First 5 Commission of San Mateo County for the Redwood City Early Learning and Family Support Program. Recommendation Approve and Authorize the City Manager to Execute the Agreement befinreen the City of Redwood City serving as fiscal agent for Redwood City 2020 (RC 2020), and the First 5 Commission of San Mateo County, for the Redwood City Early Learning and Family Support Program from July 1, 2004 through June 30, 2007. Background The City of Redwood City in partnership with the Redwood City School District, the Sequoia Union High School District and the County of San Mateo formed Redwood City 2020 in 1995. The partners have been jointly funding RC 2020 since that time. On June 9, 2003 the City Council approved Amendment No. 1 establishing the John W. Gardner Center as a funding partner. The City of Redwood City acts as the collaborative fiscal agent for RC 2020 and therefore this agreement will not impact City services. In the spring of 2004, RC 2020 successfully applied for funding from the First 5 Commission of San Mateo County for the Redwood City Early Learning and Family Support Program. The purpose of these funds is to implement family support and quality preschool services, in partnership with the Redwood City School DistricYs Family Center Services. By authorizing the City Manager to execute the agreement, the City (as the fiscal agent) is agreeing to receive the funding from First 5 San Mateo County Commission. The City of Redwood City on behalf of RC 2020 will enter into a separate agreement (subcontract) with the Redwood City School District to provide these services to the community. Staff will also ask Council to approve the subcontract as a separate agenda item for fiscal year 2004/2005. Alternative Council may choose not to authorize the City Manager to execute this agreement.
