Application. All applications <br /> for the permit required by the preceding Section shall <br /> be made to City's Director accompanied by such <br /> evidence, including a plan of the proposed construction <br /> or alteration, sufficient to enable City's Director to <br /> determine whether or not the proposed construction <br /> within, or alteration of, any creek, ditch or natural <br /> storm water drainage channel, storm drainage easement <br /> or public utility easement adjacent to, abutting or <br /> adjoining any creek, ditch or natural storm water <br /> drainage channel within the City is of a substantial <br /> nature or may constitute a permanent potential <br /> 57 <br />
