<br /> DES: df1 /21/92R (004/11) <br /> 4/27/92R <br /> (c) Developer - any person, including an Owner, <br /> who or which applies for a permit or other <br /> entitlement from the City to carry out or <br /> facilitate Non-Residential Development of <br /> Affected Property. <br /> (d) Director - the Director of Housing and <br /> Redevelopment, or his or her designee. <br /> (e) Non-Residential Development - the change of <br /> use of real property from residential to <br /> non-residential, including commercial and <br /> industrial uses, irrespective of whether such <br /> change is effected by demolition of existing <br /> structures and replacement thereof, or <br /> rehabilitation, remodeling, reconstruction or <br /> other modifications to or of existing <br /> structures. <br /> ( f) Owner - the owner of Affected Property as <br /> shown on the last equalized assessment role <br /> of the County of San Mateo. <br /> (g) Person - any individual, partnership, <br /> corporation or association. <br /> "Section 42.4. Non-Residential Development. (a) <br />Certification.
