<br /> DES:dft 8/21/91R (006/10) <br /> <.3/26/91R <br />endorse on each protest the date of its receipt and at the <br />time appointed for the hearing shall present to the Council <br />all such protests. All protests not made within the time <br />and in the manner herein provided shall be deemed to be <br />waived voluntarily by any person who might have made such <br />protest and such person shall be deemed to have consented to <br />any act, determination, or proceeding on which protest could <br />have been made. <br /> IISection 18.218. Hearing. At the time set for hearing <br />protests the Council shall proceed to hear and pass upon all <br />protests made as required by Section 18.217, and the <br />Council's decision shall be final and conclusive. The <br />Council may adjourn the hearing from time to time. Any <br />protest may be y.¡Ì thdrawn by the Owner or Owners of the <br />Benefited Property making the protest, either in writing or <br />by oral request, which oral request shall be spread upon the <br />minutes of the hearing. <br /> "Section 18.2l9. Modifications. At the hearing the <br />Council may, of its own volition, or in response to any <br />protests made, heard or considered, modify the formula or <br />formulae upon which the Reimbursement Charge or Charges is <br />or are based, the Excess Costs, the amount of the <br />Reimbursement Charge or Charges, the apportionment of the <br />Costs of the Improvements (as determined in part by <br />appraisal in the case of acquisition of Improvements or with <br />reference to the bid of the proposed lowest responsible <br />bidder reported to the Council at the hearing in the case of <br /> 15 <br />
