Repeal. All ordinances or parts of ordinances ln conflict <br />witn this ordinance are hereby repealed. <br /> SECTION 3. Severability. If any section, sentence, clause or phrase <br />of this ordinance is for any reason held by a Court of competent <br />Jurisdiction to be invalid, such decision shall not affect the validity of <br />portions of this ordinance, ana tne City Council hereby declares that it <br />would have adopted said ordinance and each section, sentence, clause and <br />phrase thereof, irrespective of tne fact that anyone or more section, <br />sentence, clause or phrase be declared invalid. <br /> -2- <br />
