(d) The proposition or proposal to amend section 91 of the <br />Charter of the City of Redwood City to read as follows, to -wit; <br />Section 91. OFFICIAL PUBLIC- <br />ITY ON ELECTION MATTERS: <br />The City Clerk, at ]chat ten (Io) <br />days before any election shall <br />,use to be printed and mailed to <br />each elector qualified to vote' <br />thereon, a sample ballot, together <br />With an official publicity pam. <br />phlet containing the full text of <br />every ordinance or charter amend- <br />ment submitted, with their re- <br />spective ballot titles, together with <br />arguments for or against such or- <br />dinance or charter amendment <br />which may have been filed with <br />the City Clerk not less than twen- <br />ty (20) days before such election. <br />Such arguments shall be signed <br />by the person, persons, or officers, <br />or organizations authorized tosub- <br />mit and sign the same, who shall <br />depoeit with the City Clerk at the <br />time of filing a sum oP money <br />sufficient to cover the proportion- <br />ate cost of the printing and paper <br />for the space taken, but no more. <br />The text of every ordinance or, <br />charter amendment shall also be: <br />displayed at the polling booth in' <br />such elections; PROVIDED, fur, <br />ther, that the validity of an ordi- <br />dance or charter amendment ap- <br />proved by the electors shell not, <br />be questioned because of errors or' <br />irregularities in such mailing, dis-' <br />tribution, or display. <br />!'D <br />
