In the event any provision of <br />this ordinance conflicts with any provision of any other <br />ordinance, any resolution, regulation, rule, order, or permit, <br />the provisions of this ordinance shall govern and control over <br />the provisions in conflict therewith. <br /> SECTION 17. SECTION, SUBSECTION HEADINGS. Section and <br />subsection headings as used in this ordinance are for convenience <br />only, and shall not be deemed to amend, modify, or otherwise <br />affect the section or subsection headed thereby. <br /> SECTION 18. SEVERABILITY. If any provision of this <br />ordinance or any provision of any adjustment or exception granted <br />pursuant to the provisions of Section 6 (b) hereof, or the <br />application of this ordinance to any person or circumstance is <br />held invalid by the judgment or decree of a Court of competent <br />jurisdiction, such invalidity shall not affect any other <br />provision of this ordinance, or any other provision of any <br />adjustment or exception, or the application of this ordinance <br />which can be given effect without the invalid provisions or <br />application, and to this end, the provisions of this ordinance <br />are severable. <br /> SECTION 19. EMERGENCY MEASURE; EFFECTIVE DATE. This <br />Council hereby declares this ordinance to be necessary as an <br />emergency measure for the immediate preservation of public peace, <br />health, or safety for the reasons set forth in Section 1 hereof, <br />and in accordance with the declaration of emergency set forth in <br />Section 2 hereof.
