<br /> DES:d 05/17/90 (001/9) <br /> DES:djk OS/21/90R <br /> DES:djk 06/11/90R <br /> of Redwood City of water supplied for public use are <br /> intended to conserve the water supply of said City for <br /> the greatest public benefit with particular regard to <br /> domestic use, sanitation, and fire protection. <br /> (g) The specific water uses prohibited or restricted by <br /> this ordinance are non-essential, if allowed would <br /> constitute waste of the water supply of the City of <br /> Redwood Ci ty , and should be prohibited or restricted <br /> pursuant to the provisions of Water Code Sections 350, <br /> et seq., the authority granted this Council pursuant to <br /> the Charter of the City of Redwood City, and the common <br /> law. <br /> (h) The actions taken by and under this ordinance are <br /> exempt from the provisions of Sections 21000, et seq. , <br /> of the Public Resources Code pursuant to Title 14, <br /> California Administrative Code, Section 15269 as <br /> specific actions necessary to prevent or mitigate an <br /> emergency. <br /> SECTION 2. DECLARATION OF EMERGENCY. This Council hereby <br />declares, based upon the findings and determinations of Section 1 <br />hereof, that a water shortage emergency condition prevails within <br />the water service area of the City of Redwood City. <br /> SECTION 3. DEFINITIONS. For purposes of this ordinance, <br />the following words or phrases shall have the meanings <br />respectfully ascribed thereto: <br /> (a) Base Year - Calendar year 1987; provided, that for <br />users whose bi-monthly billing period includes the months of <br />December-January, the base year shall be February 1, 1987 - <br />January 31, 1988. <br /> (b) Billing Period - That bi-monthly or monthly period for <br />which the City measures and determines the quantity of water <br />furnished to premises and calculates a water quantity charge <br />therefor. As used in this ordinance, any billing period of the <br />base year shall include any portion of such billing period which <br /> 2 <br /> '_."'.'.,.,.~- <br />
