<br /> DES:d:i1.. 08/2,3/89 (028/7) <br /> extent of the supplemental size, capacity, number or length <br /> of the proposed improvements with respect to which a <br /> reimbursement charge is proposed to be collected. All such <br /> protests must be in writing, must contain a description of <br /> the property in which the person or persons who sign the <br /> protest is interested, which description shall be sufficient <br /> to identify the same, and if the person or persons who sign <br /> the protest are not shown as owners of such property on the <br /> last equalized assessment roll, such protests must contain <br /> or be accompanied by evidence that said person or persons <br /> are the owner or owners of such property. Every protest <br /> must state the ground or grounds for the protest. <br /> All written protests shall be filed with the City Clerk <br /> at or before the time fixed for hearing. The Clerk shall <br /> endorse on each protest the date of its receipt and, at the <br /> time appointed for the hearing, shall present to the Council <br /> all such protests. All protests not made within the time <br /> and in the manner herein provided shall be deemed to be <br /> waived voluntarily by any person who might have made such <br /> protest and such person shall be deemed to have consented to <br /> any act, determination, or proceedings on which protests <br /> could have been made. <br /> "Section 18.218. Hearing. At the time set for hearing <br /> protests the Council shall proceed to hear and pass upon all <br /> protests made as required by Section 18.217, and the <br /> Council's decision shall be final and conclusive.
