PROCEDURE. <br /> "Section 18.210. Application. Any owner who is <br /> required by the City to bear the costs of constructing and <br /> installing improvements which are to be dedicated to public <br /> use and which contain supplemental size, capacity, numbers, <br /> or length which benefit or benefits property not owned by <br /> the applicant, or not within the applicant's subdivision, <br /> may apply for a reimbursement agreement pursuant to which <br /> such improvements shall be constructed and installed and <br /> providing for reimbursement of the excess costs thereof. <br /> Applications shall be made in the form and manner prescribed <br /> by the Director. <br /> "Section 18.211. Director's Determination.
