REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 27, 2017 <br /> <br />SUBJECT <br />Request for City Council consideration of a General Plan and Downtown Precise Plan <br />Amendment for a proposed building containing office and active ground floor uses <br />located at 851 Main Street that would exceed the Maximum Allowable Development for <br />Office in the Downtown Precise Plan Area <br /> <br />RECOMMENDATION <br />If the City Council wishes to intitate the General Plan and Downtown Precise Plan <br />ammendments, it should adopt the Resolution to Initate Proceedings to Amend the <br />Redwood City General Plan and Downtown Precise Plan (Attachment 1) <br /> <br />BACKGROUND <br /> <br />The City of Redwood City General Plan was adopted in 2010. The General Plan <br />contains hundreds of policies that guide future land use policy decisions and programs. <br />Due to the length of the implementation process, which occurs over a decade or more, <br />the General Plan also contemplates that changes to the General Plan may occur from <br />time to time during the implementation phase. <br />A General Plan policy that pertains to the Downtown area that is not found in other <br />areas of the City is the “maximum allowable development” for certain land-use <br />categories (commonly known as “development caps”). These development caps were <br />developed in close coordination with the Downtown Precise Plan, which was the <br />adopted in 2011. The DTPP is the Zoning Code that implements that General Plan for <br />the Downtown area. <br />When a development exceeds the General Plan cap, an amendment to the General <br />Plan is required. The Redwood City Municipal Code requires that the City Council or <br />Planning Commission “initiate” the General Plan Amendment process, prior to the <br />General Plan Amendment and associated development project being considered by the <br />Planning Commission and City Council for approval. Similarly, the City Council and/or <br />Planning Commission may also initiate the associated Zoning Code amendment <br />request. A General Plan and/or Zoning Ordinance Amendment initiation does not <br />approve the change to the General Plan, nor does either give a tacit endorsement of the <br />8.A. - Page 1
