" <br /> "Section 41.12. Designation of the Floodplain <br />Administrator. The City Engineer is hereby designated as <br />the Floodplain Administrator and shall administer and <br />implement this chapter by granting or denying Development <br />Permits in accordance with its provisions." <br /> "Section 41.13. Duties and Responsibilities of the <br />Floodplain Administrator. The duties and responsibilities <br />of the Floodplain Administrator shall include but not be <br />limited to: <br /> " (a) Permit review: <br /> " (1) Review all Floodplain Development Permits; <br /> " (2) Determine that all other required state and <br /> federal permits have been obtained; <br /> " (3) Determine that the site is reasonably safe from <br /> flooding; <br /> " (4) Determine that proposed development does not <br /> adversely affect the carrying capacity of the <br /> areas where base flood elevations have been <br /> determined, but floodways have not been <br /> deliniated. For purposes of this chapter, <br /> 'adversely affects' means that the cumulative <br /> effect of the proposed development when combined <br /> with all other existing and anticipated <br /> 14 <br />'" ...., ._............- <br />
