ordered the City to conduct an inspection of 112-120 Vera Avenue relating to <br />housing, building and fire safety, and authorized e xecution by means of forcible <br />entry. On January 18, 2017, representatives from the City’s Fire and Police <br />Departments and Building and Code Enforcement Divisions of the Community <br />Development Department and the County of San Mateo’s Environmental Health <br />Services Division executed the Inspection Warrant. Representatives from the City <br />Attorney’s Office, locksmiths, and a social worker from the County of San Mateo’s <br />Adult Protective Services were present as well. <br /> <br />The inspection began in the early afternoon with locksmiths opening doors and <br />Police officers conducting security sweeps of the units. Heavy rain throughout the <br />inspection period helped identify severe leaks in the ceilings of multiple units due to <br />the deterioration of the roofs. Extensive code violations were observed in all ten <br />units by City and County staff, as depicted in the photos attached to this staff report <br />for reference. Ultimately, all ten units were red-tagged as dangerous buildings that <br />are unsafe to enter by the Building Official. <br /> <br />Conditions and objects observed in the units included the following: <br /> <br />Unit 112 <br />· Living room: large accumulations of paper boxes filled with newspapers; <br />· Kitchen: refrigerator not working (no electricity), contained food items in a <br />state of decomposition, no water, no gas; <br />· Garage: tin cans and a fire extinguisher; <br />· Bathroom: dirty and non-functional, toilet clogged to the brim with black water <br />and human excrement; <br />· Bedroom: black mold, ceiling leaking; and <br />· Exterior: stucco cracked, broken windows and extensive graffiti. <br /> <br />Unit 112A <br />· Living room: large accumulation of liquid weed killer containers, severe <br />damage to the ceiling-collapsing due to leaks, flies present; <br />· Kitchen: beer bottles and cans found on counters, no water, electricity or gas; <br />· Garage: human excrement and toilet paper throughout; <br />· Bathroom: bucket of urine in bathtub; <br />· Bedroom: human excrement on floor; <br />· Attic: beer cans, food, clothes and used condoms; and <br />· Exterior: stucco cracking at the ground level. <br /> <br />Unit 114 <br />· Living room: ceiling wall cracked, storage of chain linked fence materials <br />such as posts, rolls of chain links and cement bags, boxes filled with <br />newspapers; <br />· Kitchen: no electricity, gas or water, window unsecured; <br />· Garage: piles of debris; <br />7.B. - Page 5
