PRCS staff later confirmed he had gone to Fair Oaks Community Center after <br />leaving 112-120 Vera Avenue. Workers from the demolition contractor began <br />boarding up units, leaving the front doors accessib le for asbestos testing to occur. <br />Later in the day, an asbestos tester arrived to inspect the units and take samples. <br />When the board up was complete, Code Enforcement staff inspected the units and <br />found boards that required reinforcement. The demolition contractors reinforced all <br />loose boards, and 112-120 Vera Avenue has remained boarded up since that time. <br />Unfortunately, given the unoccupied state of the building, it is not expected that <br />these boards will permanently secure the building. This board up only is intended to <br />make the property secure temporarily, pending completion of the abatement <br />process. Furthermore, this unoccupied building, with blank boards, will be an <br />ongoing target for graffiti. <br /> <br />UNSAFE BUILDING – PUBLIC NUISANCE <br /> <br />Staff is recommending City Council declare the buildings at 112-120 Vera Avenue to <br />be a public nuisance pursuant to Redwood City Code Section 9.6 because the <br />conditions and contents of the buildings described extensively in this staff report <br />render the buildings dangerous and pose a fire hazard. Further, the buildings are in <br />a condition which endangers the life, health, and safety of the public and occupants <br />who may gain entry to the buildings, whether authorized or not. Specifically, staff <br />has observed the following conditions at 112-120 Vera Avenue, each of which <br />provides an independent basis for declaring the buildings to be a public nuisance: <br /> <br /> Redwood City Code Section 9.5A: <br /> <br />4. Whenever any portion or member or appurtenance thereof is likely to <br />fail, or to become detached or dislodged, or to collapse and thereby injure <br />persons or damage property. <br /> <br />7. Whenever the building or structure, or any portion thereof, because of <br />a) dilapidation, deterioration, or decay; b) faulty construction; c) the removal, <br />movement or instability of any portion of the ground necessary for the purpose <br />of supporting such building; d) the deterioration, decay or inadequacy of its <br />foundation; or e) any other cause, is likely to partially or completely collapse. <br /> <br />8. Whenever, for any reason, the building or structure, or any portion <br />thereof, is manifestly unsafe for the purpose for which it is being used. <br /> <br />11. Whenever the building or structure has been so damaged by fire, wind, <br />earthquake or flood, or has become so dilapidated or deteriorated as to <br />become a) an attractive nuisance to children; b) a harbor for vagrants, <br />criminals or immoral persons; or as to c) enable persons to resort thereto for <br />the purpose of committing unlawful or immoral acts. <br /> <br />12.
