1 <br /> <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 3, 2017 <br /> <br />SUBJECT <br />Appeal by Redwood City Residents for Responsible Development of Planning <br />Commission Resolution No. 16-20 approving a Downtown Planned Community Permit <br />including two guideline deviations, Tentative Parcel Map, and Affordable Housing Plan <br />for the project at 1409 El Camino Real pursuant to the City of Redwood City's <br />Downtown Precise Plan and Subdivision Ordinance <br /> <br />RECOMMENDATION <br />Adopt a Resolution denying the appeal and approving the Downtown Planned <br />Community Permit including two guideline deviations, Tentative Parcel Map, and <br />Affordable Housing Plan for the project at 1409 El Camino Real, based on the findings <br />and subject to the conditions of approval contained therein, and upon consideration of <br />the Initial Study Checklist demonstrating compliance with the Downtown Precise Plan <br />Environmental Impact Report (EIR) as certified on January 24, 2011 <br /> <br />BACKGROUND <br />In December of 2015, Greystar Development (applicant), submitted a proposal to <br />construct a new eight-story, multi-family residential building containing 350 for-rent <br />units (315 market rate units and 35 affordable apartment units at the low income <br />level), with approximately 6,000 sq. ft. of ground floor retail, 441 vehicle parking <br />spaces (including 20 electric vehicle charging stations) and 89 bicycle parking spaces <br />within three basement levels (sometimes referred to as the Greystar IV Project). The <br />garage has entrances from Franklin Street and the alley way south of the development <br />(adjacent to the existing Storage Building). The first floor is fronted on El Camino Real <br />by the building lobby, leasing office, tenants’ activity room, three residential units <br />accessed by entry stoops, and two retail spaces. The ground floor frontage along Diller <br />and Franklin contains residential units (with separate individual recessed stoops) and <br />lobbies/common entries. The majority of the building’s utilities front the alley way. The <br />proposal required approval of a Downtown Planned Community permit, Tentative <br />Parcel Map, and Affordable Housing Plan. The project would replace the existing <br />development, including a retail store (The Treadmill Outlet), a veterinary clinic (Sequoia <br />Veterinary Hospital), an auto body shop (Speed Color), an office building (Butler <br />Construction), and vacant offices. <br /> <br />The seven parcels have a total lot size of 71,543 sq. ft. (1.64 acres), with frontages on <br />El Camino Real, Diller Street, Franklin Street, and the private alley way (not considered <br />a street per the Precise Plan).
