10 <br /> <br />regulating land use and development within the Precise Plan Area. It also establishes <br />the primary means of planning City actions and investments in support of the growth of <br />the Downtown. The DTPP EIR’s approach was to describe the anticipated, community- <br />wide impacts of the DTPP based on the maximum allowable development (MAD) limits <br />in the categories of residential, office, retail, and lodging. It describes the cumulative, <br />aggregate effects of the combination of potential DTPP actions and associated <br />development scenarios on project area wide and community-wide environmental <br />conditions. With each development project that falls within the MAD limits, technical <br />analysis is required to ensure that the project does not generate any new environmental <br />impacts or substantial increase in the severity of any environmental impact beyond <br />those previously identified in the DTPP EIR. This includes a project specific <br />transportation impact analysis, geotechnical report, air quality report, and utility reports. <br />The City prepared an Initial Study checklist which confirmed that that the proposed <br />project at 1409 El Camino Real would not result in any new environmental impacts or <br />substantial increase in the severity of any environmental impact beyond those <br />previously identified in the DTPP EIR. Nor would the project require new mitigation <br />measures beyond those identified in the DTPP EIR. <br /> <br />The DTPP allows for the development of up to 2,500 net new residential dwelling units. <br />A total of 2,321 net new dwelling units (d.u.) are anticipated within the DTPP area to <br />date, including 226 below market rate units, through projects that have been built, are <br />under construction, have been approved, and are proposed (including the Greystar IV <br />project at 1409 El Camino Real). Of this total, 1,058 net new d.u. are anticipated within <br />the area bounded by Jefferson Avenue, El Camino Real, Maple Street and the Caltrain <br />tracks. <br /> <br />The DTPP does not specify the precise locations within the DTPP area where the new <br />residential developments would occur, but rather allows for up to 2,500 new residential <br />dwelling units to occur within the DTPP area with certain restrictions as to height, <br />ground floor uses, and specialized residential uses. The proposed and approved <br />downtown development to date, including the proposed project at 1409 El Camino Real, <br />fits within the development assumptions evaluated in the DTPP EIR, and the City <br />required a project-specific impact analyses, including regarding potential transportation <br />impacts, to test the assumptions, as further discussed below. <br /> <br />Further, during construction, the City continues its management efforts to ensure that <br />development projects are coordinated. The City requires weekly construction updates <br />from all Downtown developments under construction, including key milestones, <br />requests for street or sidewalk closures, utility or demolition work, concrete pours, dirt <br />hauling, crane erection or dismantling, substantive material deliveries, request to work <br />beyond permitted hours, or anything else that may inconvenience the public. The City <br />then posts regular construction updates through its eNews listserve for the benefit of the <br />public. These efforts ensure that despite the rate of development, the environmental <br />analysis and project construction are thoroughly reviewed and monitored. <br /> <br />8.A. - Page 10
