14 <br /> <br />As a result of the Project Conditions analysis, the DTPP EIR identified significant <br />and unavoidable traffic impacts at the following intersections: <br />· El Camino Real/Whipple* <br />· El Camino Real/Jefferson <br />· Main/Woodside* <br />· Middlefield/Woodside* <br />· Broadway/Woodside* <br />· Veterans/Whipple* <br />· Veterans/Woodside* <br />· Segments of US 101 between Holly Street and Marsh Road* <br />* denotes intersections outside of the DTPP area <br /> <br />· Cumulative Conditions: This is the most conservative analysis, and ultimately <br />the one the Council considered when adopting the DTPP. This scenario <br />projected traffic volumes in 2030, assuming citywide build-out of the 2010 <br />General Plan, plus the previously-proposed Cargill Saltworks project (now <br />withdrawn), the Stanford in Redwood City Precise Plan, plus the DTPP Maximum <br />Allowable Development (MAD) build-out (for all categories of development). <br /> <br />Significant cumulative with project impacts were identified for the following <br />intersections: <br />· El Camino Real/Whipple* <br />· El Camino Real/Jefferson <br />· Main/Woodside* <br />· Middlefield/Jefferson <br />· Middlefield/Main <br />· Middlefield/Woodside* <br />· Broadway/Walnut <br />· Broadway/Chestnut* <br />· Broadway/Woodside* <br />· Bay/Woodside* <br />· Bradford/Main <br />· Veterans/Whipple* <br />· Veterans/Woodside* <br />· Segments of US 101 between Holly Street and Marsh Road* <br />· US 101/Woodside freeway ramp operations* <br />(*denotes intersections outside of the DTPP area) <br /> <br />The City Council acknowledged these traffic impacts and, as part of the EIR certification <br />on January 24, 2011, adopted a Statement of Overriding Considerations finding that <br />“the environmental, social, economic, and other benefits of the DTPP override the <br />significant adverse impacts of the DTPP.” <br /> <br />The Downtown Precise Plan is a relatively small area, such that trips to and from the <br />planned downtown developments are expected to use mostly the same roadways and <br />8.A. - Page 14
