<br />ATTY/RESO.0031/ CC RESO ADOPTING DENIAL OF APPEAL BY REDWOOD CITY RESIDENTS FOR RESPONSIBLE DEVELOPMENT <br />REV: 03-30-17 PR <br />Page 15 of 22 <br />street, curb, gutter, and sidewalks on both sides of the street (except for <br />the sidewalk, curb, and gutter work included in the project located at 1305 <br />El Camino Real). <br />b. Permittee shall request permission from Caltrans to: (1) restore El <br />Camino Real, from the median island to the property line, along the <br />project frontage, including the intersection with Diller Street, including <br />the street, curb, gutter, and sidewalks, and (2) remove the right-turn only <br />lane on El Camino Real. If granted, these changes will be implemented <br />with the reconstruction of the street. <br />c. The sidewalk on the southwest side of Franklin St between the bulb- outs <br />on Wilson St and Diller St. <br />d. Bulb-outs on both sides of Diller Street at the intersection with <br />Franklin Street. <br />e. All sidewalk replacement will need to include street trees and pedestrian <br />lighting at a spacing as required by the City’s Landscape Architect. <br /> <br />45. Pavement Moratorium - Portions of Franklin, and Diller Streets have either <br />recently been reconstructed, or may be reconstructed prior to or as part of this <br />project. Any streets reconstructed within the past 5 years are subject to a <br />pavement moratorium. Per Chapter 29 of the City’s municipal code, no cuts in the <br />street are allowed within 5 years of the completion of the pavement project. <br />[SDR][ENGINEERING] <br />a. An exception may be granted by the City Engineer pursuant to the <br />findings in Chapter 29. If an exception is granted, the permittee would <br />be required to reconstruct the street completely rebuilding, by removing <br />all the pavement and aggregate base course material, re- compacting the <br />sub-base and restoring the base material and then completely re-paving <br />the street, for a minimum of the full width of all lanes impacted by the <br />cut(s) (outside lane includes to the curb) and extending the entire length <br />of the recent reconstruction, or for a length determined by the City <br />Engineer to be sufficient to restore the street to its new condition, as if it <br />had never been cut, or as more specifically directed by the City <br />Engineer/designee. <br />b. For recently renovated streets the City Engineer may allow the <br />permittee to restore the street to its former condition by resurfacing the <br />street to the same extent as was performed by the City, except that the <br />asphalt or surface material installed by the City must first be removed by <br />the permittee to a depth as directed by the City Engineer. <br />c. Alternatively, a permittee may choose to pay the Pavement Damage <br />Restoration Fee established by City Council Resolution, in which event, <br />the City Engineer shall authorize a repair less than full and complete <br />reconstruction of the entire newly reconstructed street. <br /> <br />46. Street Design and Driveways - Changes to streets or driveways, including <br />replacement of abandoned driveways, shall conform to Engineering Standards <br />8.A. - Page 47
