Jonathan Hayes - Greystar <br />Updated March 15, 2017 - Page 3 <br /> <br /> <br />Community health risk assessments look at all substantial sources of TACs located within <br />1,000 feet of project sites. These sources include highways, busy surface streets, rail lines, and <br />stationary sources identified by BAAQMD. A review of BAAQMD’s Google Earth map tools, <br />used to identify highway and stationary sources along with screening risk and hazard impacts, <br />identified El Camino Real and Jefferson Avenue along with several stationary sources or air <br />pollution permitted by BAAQMD. Not contained in the BAAQMD screening tools is the <br />Caltrain line that is about 450 feet from the project site. Diesel-powered locomotive trains use <br />this rail line; however, Caltrain has plans to electrify the passenger trains. As discussed, this <br />analysis considers potential TAC impacts both with and without electrification. <br /> <br />Summary of Impacts <br /> <br />The contribution of each source to maximum health risk impacts is shown in Table 1. <br />While screening cancer risk levels for El Camino Real traffic exceed the cancer risk threshold, <br />refined modeling indicates that these levels would actually be below the single-source threshold <br />of greater than 10.0 chances per million. The contribution from all other sources to cancer risk, <br />annual PM2.5 concentration and Hazard Index would be below the single-source thresholds. The <br />combined community risk level is computed by adding the maximum community risk impacts <br />together, although they would occur at different locations across the site. The combined cancer <br />risk would be 17.9 per million, combined PM2.5 concentration would be 0.41 µg/m3 and the non- <br />cancer HI would be less than 0.1. Therefore, community risk impacts would be below the <br />thresholds for combined sources. Community risk thresholds for TAC sources affecting the <br />project site were found to be below significance thresholds for both single and combined sources, <br />both with and without electrification. As a result, features to mitigate or reduce these impacts are <br />not necessary for this project. <br />8.A. - Page 86
