As shown in Table 2 the increased lifetime <br />cancer risk would be below the BAAQMD significance threshold of a cancer risk greater than <br />10.0 in one million and would be considered a less than significant impact. Potential non-cancer <br />health effects due to chronic exposure to DPM were computed as a HI of less than 0.01. The <br />location of maximum cancer risk is shown on Figure 2. This is a Google Earth map tool used <br />to identify BAAQMD permitted stationary sources. The linked database includes the associated <br />estimated cancer risk and hazard impacts predicted by BAAQMD. Two sources affecting the <br />site were identified: <br /> <br />Plant 17462 is a generator located at 1017 Middlefield Road belonging to the City o f Redwood <br />City (#5546). The BAAQMD Google Earth Tool provides screening community risk levels that <br />are adjusted for distance (i.e., 900 feet) using their diesel engine multiplier tool. <br /> <br />Plant 13509 is a generator located at 1121 Jefferson Avenue belonging to AT&T Corporation <br />(formally permitted to PacBell). Screening community risk levels were computed to exceed the <br />significance thresholds; therefore, BAAQMD was contacted to obtain equipment and emissions <br />information to conduct dispersion modeling using the EPA’s ISCST3 model to assess the effects <br />of this generator on the project site. BAAQMD provided average daily and annual emissions <br />along with a brief description of the equipment. The generator was modeled using stack <br />parameters for the Caterpillar 3512A engine-generator since the BAAQMD permit information <br />indicates a Caterpillar 1,489 hp generator, which is about 1,100 kW. The model 3512A is the <br />closest match to this older generator. The modeling assumed a 45 foot building height and a 50 <br />foot stack height adjacent to the building. The modeling with ISCST3 included building <br />downwash effects. The same meteorological data, receptor grid and cancer risk calculations <br />used to predict impacts from the rail line were used to compute these generator impacts. <br />Modeling information is contained in Attachment 2. The maximum cancer risk from the <br />generator is 3.0 in one million and the annual PM2.5 concentration is 0.004ug/m3. This maximum <br />occurs adjacent to the southwestern boundary of the residential area, while the maximum risk <br />from the rail line occurred near the northeast corner. Figure 2 shows the location of maximum <br />impact at the project site from the generator.
