<br /> <br />March 15, 201r <br /> <br />Mr. Jonathan Hayes <br />Greystar <br />450 Sansome Street, Suite 500, <br />San Francisco, CA 94111 <br /> <br />Re: Response to Selected Comments in the Appeal Letter by Kris Johnson regarding the <br />Traffic Study Prepared for the Proposed Residential and Retail Development at 1409 <br />El Camino Real in Redwood City, California <br /> <br />Dear Mr. Hayes: <br /> <br />This letter provides our responses to selected comments in the Appeal Letter by Kris Johnson <br />regarding the 1409 El Camino Real Residential and Retail Development Traffic Study. <br />Queuing <br />Comment: “Neither the Developer Traffic Study nor the DTTP EIR studied the impacts that <br />the 1409 Project would have on turn-lane queues and queue "spillback." The study did not <br />indicate where vehicular queuing is generally concentrated, or that the storage capacity of the <br />turn-lane queues. North-bound El Camino Traffic throughout turning left on Jefferson and <br />James, for example, often causes traffic on El Camino to be restricted to one lane since cars <br />are backed up making lefthand turns and traffic along El Camino is forced to a complete <br />standstill. This scenario repeats itself at intersections near the 1409 Project. Nonetheless, the <br />Developer Traffic Study ignored these impacts and did not evaluate mitigation measures <br />(expanding queue lengths, for example).” <br /> <br />Response: The City has established thresholds of significance for CEQA studies based on <br />the City’s intersection Level of Service Policy, as set forth in the City’s General Plan. <br />Operational issues, such as queuing, are one factor that can affect vehicle delay for one <br />movement or one approach. Level of service is based on the average vehicle delay for the <br />entire intersection over a full hour. When queuing is evaluated specifically, the project is <br />expected to add a negligible number of vehicles (less than five vehicles per hour) to the <br />northbound left-turn movements on El Camino Real at Jefferson Avenue and at James <br />Avenue. Thus, the project is not expected to increase the maximum left-turn queue length at <br />these locations. <br />Traffic Analysis Scope <br />Comment: “Traffic impacts resulting from the 1409 Project have not been adequately studied. <br />The scope of the City's traffic review related to the 1409 Project was intentionally narrow to <br />hide the massive traffic impacts the 1409 Project will create. It's almost as though Hexagon <br />was told to ignore the most problematic areas and omit them from its study. <br /> <br />A. Inadequate City Involvement in Scoping. The City performed no analysis relating to the <br />1409 Project. The traffic study conducted by Hexagon Transportation Consultants, Inc. <br />and the accompanying addendum (together, the "Developer Traffic Study") was requested <br />8.A. - Page 122
