<br />5 <br />impacts, mitigation measures, and alternatives related to the City’s plans for future <br />development of the Downtown area. <br /> <br />Accordingly, the task at hand is to determine whether the project proposed for 1409 El <br />Camino Real requires further environmental review beyond that which was provided by <br />the DTPP program EIR. The following Initial Study has been prepared for this task. <br />Pursuant to CEQA Guidelines Sections 15168, 15162, and 15163 (Program EIRs and <br />Subsequent and Supplemental EIRs), it analyzes whether there are any new significant <br />environmental effects not identified in the DTPP EIR or substantial increases in the <br />severity of any previously identified significant effects. It also analyzes whether further <br />environmental review is required pursuant to CEQA Guidelines Section 15183 (Projects <br />Consistent With a Community Plan or Zoning). The Initial Study and Exhibit A also <br />examines whether the scope of any further review can be limited under Section 15183.3 <br />(Streamlining for Infill Projects). <br /> <br />9. Surrounding Land Uses and Setting <br /> <br />The project site is in the southern portion of the DTPP area, identified in the DTPP as the <br />El Camino Corridor zone. The site is surrounded to the north across Diller Street by a <br />single-story auto repair shop and adjacent parking lot (to be replaced by the approved <br />1305 El Camino Real residential project with 137 residential units), and a surface parking <br />lot serving the AT&T building across Wilson Street (farther north). To the east across <br />Franklin is the 299 Franklin residential development project with 305 residential units. <br />To the south and on the same block are a two-plus-story public storage facility with <br />surface parking near Franklin, and a five-story building (with a ground floor bike shop <br />and four stories of public storage space) near El Camino Real. To the west across El <br />Camino Real are various single-story retail and other buildings with parking (south of <br />Madison Avenue, a check cashing store, nail salon, and auto muffler shop; north of <br />Madison Avenue, a donut store, a cycle shop, and "The Record Man," which is a DTPP- <br />identified historic building).
